Rex L. Hogue, P.C.
Background and Education
Mr. Hogue graduated from Texas Tech University, located in Lubbock, Texas, receiving his B.A. in 1982. He worked as a business specialist and managed an office for Business Investment Group, specializing in the merger and acquisition of privately held companies. He later founded a financial consulting firm. Then he went to law school, receiving his Juris Doctor in 1992 from Regent University, a private Christian graduate school located in Virginia Beach, Virginia.
Legal Experience
Mr. Hogue started his legal career practicing estate planning with the law office of Barnhouse & Associates, in Richardson, Texas, in 1992. Eventually he became a name partner in the firm. In 1994, he accepted a position at Warner E. Stone & Associates, in Dallas, Texas, as the head of the estate-planning department. In November 1996, he joined Mr. Matt Fry to form the law firm of Fry & Hogue. After being a solo practitioner for several years, Mr. Hogue partnered with Mr. Bradley L. Bolinger to form the firm of Bolinger & Hogue, LLP, in 2006. Their office is in Frisco, Texas.
Mr. Hogue limits his practice to estate planning, including estate and gift tax planning, tax planning, business planning, asset protection planning, charitable planning, and probate matters. He has a statewide law practice, planning for estates ranging in size from very small to about $70 million. He frequently works with other attorneys on complex estate planning cases. He is considered an expert in preparing limited partnerships. Limited partnerships prepared by Mr. Hogue have received valuation adjustments ranging from 48-60% from IRS appraisers.
Mr. Hogue designed the family limited partnership in the Estate of Kelley v. Commissioner case. The case was decided in 2005 and is considered a huge taxpayer victory.
Author
Mr. Hogue is a published author. He is one of seven co-authors of the Family Limited Partnership Practice System, published by WealthCounsel, LLC. It is a six-volume set designed for estate planning attorneys. It was published in 2000 and is available for sale to attorneys. He is also a contributing author to WealthDocs, the WealthCounsel Document Assembly System.
The book Practical Estate Planning is an easy to understand book for the general public that explains the pros and cons of the basic estate planning tools, and explains how to go about the estate planning process. The book Biblical Principles of Estate Planning examines estate planning from a Biblical perspective. He wrote several reports on estate planning, A Family Estate Planning Report, Beneficiary Designations, Title to Property, Case Histories, and 6 Bullets Your Simple Will Can’t Dodge, several articles for the Dallas Association of Life Underwriters magazine, and six courses for financial and accounting professionals (Practical Estate Planning “A to Z,” Introduction to Estate Planning, Practical Irrevocable Life Insurance Trusts, What Every CPA Should Know About Estate Planning – for Small Estates, Mid-Size Estates, and Large Estates), and was a contributor to a two-day course for attorneys on Family Limited Partnerships and the presentations in the Family Limited Partnership Practice System practice development modules.

Teaching and Speaking Experience
Mr. Hogue frequently lectures and teaches on the subject of estate planning. He is a certified instructor through the Advanced Wealth Strategies Institute for Estate Planning, an organization that provides Continuing Education credit courses for insurance agents and financial planners, and for Continuing Professional Education for CPAs.
Mr. Hogue has taught Continuing Legal Education courses in estate planning. He has spoken to the Irving Bar Association, the Denton County Bar Association, the National Network of Estate Planning Attorneys, WealthCounsel, Sterling Education Systems, Lorman Educational Services, and the Texas Forum several times on estate planning subjects. He also teaches Continuing Professional Education courses in estate planning for Certified Public Accountants.
Mr. Hogue teaches Continuing Education courses for life insurance agents and financial planners in a variety of estate-planning subjects. He has trained life insurance agents for the National Association of Insurance and Financial Advisors, and companies such as All State, American Express Financial Advisors (including speaking at the American Express Education Day), American General Life Insurance, Farmers Insurance Group, Dean Witter, Metropolitan Life (including speaking at the MetLife Tax Institute), New York Life, Northwestern Mutual, Prudential, and Southwest Securities. Insurance companies frequently have him speak to their agents in the state of Texas. He also trains the appraisal experts at Appraisal Technologies Inc., a nationally known appraisal firm, in estate planning.
Mr. Hogue has taught courses in estate planning at local community colleges for adult continuing education and a variety of small groups such as civic clubs, ladies clubs, investment clubs, etc. In addition to presenting courses on estate planning techniques, he has presented related courses on planning for minor children, planning for special needs, property ownership, community property, the initial client interview, and estate planning for qualified retirement plans.
Mr. Hogue teaches “The Biblical Principles of Estate Planning,” using the book of the same name, in churches in the Dallas area. His book, Practical Estate Planning, is sometimes used as a textbook in courses Mr. Hogue teaches to professionals.
Mr. Hogue won numerous speaking awards with Toastmasters and represented his club at several Area Contests. He has also taught classes for church.
Memberships
Mr. Hogue is a member of the State Bar of Texas (and the Real Estate, Trust, and Probate Section), is a current subscriber to WealthCounsel, the Texas Forum, and the Denton County Bar Association (Real Estate, Trust, and Probate Section and the Family Law Section). He was a member of the National Network of Estate Planning Attorneys from 1993 to 2001, and formerly a member of the Irving Bar Association. He served a three-year term as the president of the Texas Forum from 1995 through 1998. The Texas Forum serves more than forty estate planning attorneys across Texas, providing at least one “Education Day” per year for attorneys to provide training in up-to-date estate planning techniques, and providing a support network to assist attorneys in a variety of ways in their practices.
Miscellaneous
Mr. Hogue married his wife, the former Dottie Malpass, in February 1992. They now have three children, David (born in May 1993), Laura (born in December 1994), and Stephen (born in March 1998). Dottie, a former schoolteacher, is now is a full time mother. The Hogue family attends and is active at the Stonebriar Community Church in Frisco. He has coached little league baseball and adult softball.
Mr. Hogue serves on the Villages of Woodlake Home Owner’s Association board of directors, served on several committees within that organization, and founded the first Crime Watch group in Little Elm.
